Rosa’s Place is taking shape at 501 East 5th Street in Downtown Los Angeles as a seven-story permanent supportive housing development organized around a landscaped interior courtyard. The project will contain 97 supportive housing units, one market-rate manager’s apartment, and offices for service providers. Daylight Community Development and GTM Holdings are developing the building in partnership with the Downtown Women’s Center.
The residential program will expand the Downtown Women’s Center’s housing capacity from 119 to 216 homes. On-site service space is incorporated into the development, allowing housing and support functions to operate within the same property. The contrast separates the building’s public-facing exterior from the more visually detailed courtyard enclosure.
Construction has reached the topping-out stage, according to the supplied report. Completion is anticipated in fall 2027. Funding is attributed to a combination of state sources, the City and County of Los Angeles, Apple, Century, and Citi, although the specific financing roles and contribution amounts were not included in the materials provided.
