A new affordable housing project is under construction at 9502 Van Nuys Boulevard in Panorama City. The project proposal includes the development of a supportive housing community, replacing an auto body shop on the site.
Irvine-based real estate firm Domus Development is the project developer. FSY Architects is managing the design concepts and construction.

Named The Talisa Apartments, the apartment complex will be a four-story building featuring 49 apartments available for low-income households. Parking space with a capacity of thirty vehicles will be constructed at the ground-floor level. The residences will be developed as a mix of one-bedroom and two-bedroom units. A three-bedroom manager’s unit will be priced at the market rate. According to a staff report, rents will range from $600-$760 per month.
Renderings reveal a facade designed in stucco, painted sheet metal, and wood slats. The complex will feature a social services office, a community room, and a central courtyard at the site level.
The project is funded by Measure HHH, Los Angeles County’s No Place Like Home Program, and tax-credit equity. The cost of construction is estimated at $32.8 million. The property site is located at the northeast corner of Van Nuys Boulevard and Plummer Street.
