An affordable housing project is moving forward at 9701 North Vesper Avenue in Panorama City. The project proposal includes the construction of a new five-story building offering spaces for apartments at affordable rates along with onsite parking. The project will replace a century-old duplex near Metro’s planned light rail line in Van Nuys Boulevard. Western Paradise, LLC is the project applicant. Stockton Architects is responsible for the designs.

Plans called for the demolition of an auto body repair shop and a single-family home on the site. LA Family Housing and Domus Development are the project developers. FSY Architects is responsible for the designs. Alpha Construction Company served as a general contractor.

Primestor CFIC/CG, LLC is listed as the developer, with city and county officials collaborating on infrastructure support.

The ground is moving at 9502 Van Nuys Boulevard, in Panorama City. The site is staged to become almost entirely low-income housing for domestic violence and sex trafficking survivors in Los Angeles. According to signage posted on the property, it is titled “The Talisa Apartments,” by developers Newport Partners.

Now, plans by USA Properties, a Roseville, California-based developer, call for a five-story residential building entitled “The Colony.”
