A new affordable housing project has reached completion at its project site located at 8140 Van Nuys Boulevard in Panorama City. The project proposal includes the construction of a new four-story affordable housing complex offering housing, onsite parking, and amenities.
Thomas Safran & Associates is the project developer. HED is responsible for the designs. Morley Builders is listed as the general contractor.

Construction has near completion for a new affordable housing complex rising four stories high. Named Vista Terrace, the residential complex will bring 102 apartments as affordable housing options. The apartments are designed as a mix of studios, two-bedroom, and three-bedroom floor plans. Additionally, a 55-car garage will also be built on the site.
The apartments will be available to renters earning between 30 and 70 percent of the area’s median income level.
Renderings reveal a contemporary low-rise structure, with onsite amenities such as a courtyard, a recreation room, and a community room.
The affordable housing complex is all set to open in mid-2025. Future residential will be locate near a future stop on Metro’s East San Fernando Valley light rail line down Van Nuys Boulevard.
