A new residential project has been proposed at 8521 West Horner Street in Pico-Robertson, Los Angeles. The project proposal includes the development of a five-story apartment. Plans call for the replacement of eight existing units on the site.
Horner Property LLC, a Beverly Hills-based entity managed by Shahrokh Zarrin, is the project applicant. California Development & Design Inc is responsible for the design concepts.
An early 1930s apartment building could be up for redevelopment to construct a new five-story structure featuring 29 apartments. The apartments will be designed as a mix of studios, one-bedroom, two-bedroom, and three-bedroom apartments. The apartment will also feature a two-level subterranean parking garage with a capacity of 33 vehicles.
The project applicant is seeking the approval of density bonus incentives permitting a larger structure than allowed by local zoning regulations. In exchange, six of the new apartments would be set aside as deed-restricted affordable housing at the very low-income level.
Renderings reveal a contemporary low-rise structure with a setback above its third floor. Plans show a landscaped rooftop amenity deck, as well as a recreation room within the building’s interior.
The project site sits a short walk south of the west of La Cienega.

Beautiful upcoming building. I would like to receive information on how to apply for an application for a one bedroom low affordable. I am retired and loving to live in a new place I am interested. 213 393 9464 thanks
This building does not belong on this very small street. The traffic and parking is already tight. Not to mention it gives no privacy to the surrounding neighbors. What an eye soar!
