A new affordable housing project has been proposed for development at 4319 North Toland Way in Eagle Rock Boulevard. The project proposal includes the construction of an eight-story building offering dwelling units at affordable prices. The project calls for the demolition of a single-family residence and an apartment building on the site.

California Landmark Group, through the entity JFP Toland, LLC is listed as the project applicant. JZA Architecture is responsible for the designs.

Plans call for the construction of a new eight-story building offering 153 dwelling units at affordable rates. The units will be designed as a mix of one-bedroom and two-bedroom apartments. Parking for 46 vehicles will be provided on the site.

A project application was submitted for review to the Los Angeles City Planning Commission. The project will be executed thru Mayor’s Executive Directive 1, and includes density bonus incentives to permit a larger building than would otherwise be allowed by zoning rules. All apartments will be income restricted and priced below market rate.

Renderings showcase a contemporary low-rise structure. The estimated construction timeline has not been announced yet. The project site is located toward south of York Boulevard in Eagle Rock.
