A vacant parcel and surface parking lot along South Vermont Avenue could soon be redeveloped with new housing, according to a proposal recently filed with the Los Angeles Department of City Planning. The development is being advanced by project applicant 10361 Foster Road, LLC.
The project, planned for 11516 South Vermont Avenue, would introduce a six-story residential building containing 111 apartments. Plans indicate a mix of one- and two-bedroom units positioned above a parking level accommodating 85 vehicles.
To achieve its proposed scale, the project seeks Density Bonus incentives. In return, 18 apartments would be reserved as income-restricted housing for very low- and moderate-income households, integrating affordability into a transit-adjacent location.
The building has been designed by Paykan Corporation and is presented as a contemporary podium-style structure, with massing oriented toward Vermont Avenue and the adjacent freeway corridor. While detailed architectural materials have not yet been finalized publicly, the plans indicate a straightforward multifamily form consistent with recent transit-proximate developments elsewhere in South Los Angeles.
Situated near the boundary between the City of Los Angeles and the unincorporated community of Athens, the site sits within an area undergoing gradual policy shifts. In addition to its proximity to the Vermont/Athens Metro Station, the corridor is expected to gain enhanced bus service in the future through Metro’s planned Vermont Avenue bus rapid transit line, potentially increasing transit accessibility for future residents.
