Plans have been approved to redevelop a stretch of Crenshaw Boulevard in Torrance, where a pair of small office buildings are slated to be replaced with new housing. The Torrance Planning Commission has granted approval for a residential project at 1407-1455 Crenshaw Boulevard, clearing the way for a townhome development on the site.
The project, proposed by City Ventures, calls for the demolition of existing 1970s-era commercial structures and an adjacent surface parking area. In their place, the developer plans to construct five separate residential buildings containing a total of 35 townhomes, all positioned above ground-level parking garages.

According to project plans, the development will include a mix of three- and four-bedroom floor plans ranging from approximately 1,377 to 1,614 square feet. Four of the homes would be reserved for moderate-income buyers, with affordability secured through density bonus incentives granted as part of the project’s approval.
Architectural plans prepared by KTGY show the townhomes organized around a shared internal driveway, providing access to individual garage entries. Renderings depict multi-story residential buildings with articulated façades and a consistent exterior palette composed primarily of stucco and complementary materials.
With planning approvals now in place, the Crenshaw Boulevard project adds to a growing number of small- and mid-scale townhome developments being introduced in Torrance. The proposal represents a transition from low-intensity commercial use to for-sale housing along the corridor, subject to final permitting and construction scheduling.
