A new affordable housing development has been proposed at 2900 Francis Avenue in Koreatown, Los Angeles. Plans call for the construction of an eight-story residential building with a total of 53 units.

The project applicant is 2900 Francis AH, LLC, with Chessed26, LLC listed as the property owner. Los Angeles-based architecture firm Lorcan O’Herlihy Architects (LOHA) is responsible for the design.

The development site is currently occupied by a multi-family structure dating back to the 1920s. Demolition of the existing building is required to make way for the new construction. A recent project application was submitted to the Los Angeles Department of City Planning, signaling the initial stages of entitlement.

According to submitted plans, the new building will consist of 52 affordable units, with one additional unit designated as a market-rate manager’s residence. The affordable units are reserved for households earning very-low income, which qualifies the project for density bonus incentives under California state law. These incentives allow the proposed structure to exceed standard zoning limitations in exchange for deeper affordability. The project also includes provisions for 23 parking spaces located onsite.

The proposed building features a contemporary, sculptural massing—elevated above a green podium. Renderings show a series of interlocking volumes arranged around a central courtyard that opens directly to the street, creating an inviting and warm ground-level interface. The structure incorporates elevated common areas, including outdoor spaces on both the second floor and rooftop. These amenity decks appear integrated into the overall design, offering shared recreational and gathering zones for residents.

The design places emphasis on communal life and open space, utilizing setbacks, planters, and vertical circulation cores to create layered outdoor areas. The building’s façade is characterized by clean white cladding and irregularly placed square windows, producing a geometric rhythm while maintaining visual simplicity. Its massing lifts portions of the upper floors above column-supported voids, opening shaded play spaces and garden areas beneath.

The estimated construction timeline has not been revealed yet.
