A new four-story apartment development has been cleared to move forward at 14723 West Magnolia Boulevard in Sherman Oaks, following final action by the Los Angeles City Planning Commission. The decision upholds a previously issued Letter of Compliance, allowing construction of a 12-unit residential building on the site without additional discretionary review.

Development is led by Adam Moloudi and Simin Tolouie Moloudi, with architectural design by Daryoush Safai.

The project replaces an existing three-unit residential property with a 12-unit apartment building totaling approximately 19,785 square feet. Vehicular access is provided from the rear alley, while pedestrian access is oriented toward Magnolia Boulevard. Plans include 12 automobile parking spaces, bicycle parking, and required on-site landscaping.

Two of the twelve apartments are reserved for Very Low Income households, representing 22 percent of the total unit count, in compliance with California’s State Density Bonus Law. The affordability commitment allows the project to utilize ministerial density bonus incentives, including an increase in allowable building height and reduced side yard setbacks, while maintaining compliance with zoning standards for adjacent residential uses.

The building is designed as a four-story Type IIIA residential structure over a single-level Type IA basement garage. Elevation drawings show articulated facades with balconies, recessed volumes, and a landscaped rooftop open space. The project provides at least 1,250 square feet of open space, exceeding minimum code requirements, and includes on-site tree planting to enhance the Magnolia Boulevard frontage.

With entitlements finalized and administrative review complete, the project is positioned to advance toward building permits and construction. The development will add new housing capacity along Magnolia Boulevard, a corridor designated for multi-family residential growth under the Van Nuys-North Sherman Oaks Community Plan.
