Framing is now complete on the six-story structure, marking a visible milestone for a project that adds new rental housing within an established, transit-served neighborhood.
Project records describe a 69-unit apartment building comprising studio, one-bedroom, and two-bedroom residences above an on-site parking garage. Vehicle parking is provided within the podium, allowing the residential floors above to be organized around outdoor amenities rather than surface parking. The development is led by Urban Stearns.
Architectural plans prepared by Ferrier Architecture Studio show a contemporary podium-style building with articulated upper floors and repeating private balconies facing the street. The massing steps subtly with the grade, while the rooftop is programmed as shared open space, including landscaped areas set behind perimeter railings. Additional common outdoor space is provided on a lower terrace level, creating multiple amenity zones within the building envelope.
The project was approved utilizing Transit Oriented Communities incentives, a city policy that permits additional height and density in exchange for the inclusion of deed-restricted affordable housing. Under this framework, a portion of the 69 apartments will be reserved for income-qualified households, tying the project’s scale directly to its affordability commitments.
As construction continues, the building adds to a growing cluster of mid-rise residential projects surrounding Vista Hermosa Park, reflecting sustained infill investment in the Westlake area. Once completed, the development at 1350 West Court Street will contribute both new housing and affordable units while reinforcing the neighborhood’s transition toward higher-density, transit-oriented living.
