A five-story affordable housing project is planned at 1316 Linwood Avenue in Westlake. The proposal is tied to a revised development plan for the property, with Richard Heyman listed behind the application and Holos Communities shown as a project partner.
The current proposal would bring 106 apartments to the site. Plans call for a mix of studio, one-bedroom, and two-bedroom units, replacing an earlier version of the project that had been designed with a larger apartment count and a different housing program.

The property had previously been associated with an eight-story, 150-unit permanent supportive housing proposal. That earlier plan was connected to replacement housing obligations for proposed redevelopments of the Hotel Barclay and Morrison Hotel properties in Downtown Los Angeles. Those redevelopment plans are no longer advancing.
Renderings for the revised project show a contemporary low-rise apartment building with a varied façade broken into several color blocks. The exterior uses orange, green, gray, and white wall planes above a lighter masonry-like base. Large ground-floor windows, street-facing residential entries, and landscaped setbacks are shown along the sidewalk.
The building massing is divided into multiple vertical volumes, with recessed exterior circulation and balconies visible between portions of the structure. The images also show flat rooflines, evenly spaced windows, and planting at the roof and street levels.
A construction timeline has not been announced. If approved, the project would add a new affordable housing development to Linwood Avenue under a smaller program than the earlier proposal for the site.
