A property along Grand Avenue in San Pedro is being considered for redevelopment as a residential and commercial project that would introduce new housing and neighborhood-serving retail. The site, located at 739 South Grand Avenue, is currently occupied by a religious facility that would be removed as part of the proposal.
The plan is being advanced by Knowleton Communities, Inc. and outlines construction of a seven-story building organized with residential units above a street-level commercial component. The project would include 125 apartments, all configured as one-bedroom units, positioned above approximately 2,600 square feet of retail space fronting Grand Avenue.

Parking would be provided on site for 149 vehicles, integrated into the building rather than accommodated through surface lots. The development would rely on density bonus provisions to exceed baseline zoning allowances, with 14 of the apartments reserved for very low-income households as part of the entitlement package.
Architectural plans prepared by 64North depict a contemporary mid-rise structure using a mix of smooth stucco, concrete wall systems, and faux-wood finishes. Resident amenities are concentrated on upper levels, including a shared community room and a sizable rooftop deck intended for outdoor gathering and recreation.
The proposal reflects a broader pattern of residential construction gradually extending beyond the core of Downtown San Pedro. While recent development activity has largely clustered closer to the waterfront and central commercial areas, similar mixed-use projects have also been introduced along Pacific Avenue and nearby corridors.
If approved, the Grand Avenue project would add a substantial number of apartments to the surrounding neighborhood, combining housing, retail, and shared amenities within a single mid-rise building footprint.
