Permits have been filed for the construction of an eight-story multifamily development at 1723 Cloverfield Boulevard in Santa Monica. The proposal will replace a one-story office building and parking lot with new housing located near 26th Street/Bergamot Station.

The project is developed by Orr Partners with design by Tighe Architecture.

The project will bring 330 apartments in studio, one-, and two-bedroom layouts. Plans include three subterranean levels with 357 parking spaces and additional bicycle parking. The building will rise eight stories above grade using a mix of Type III, IV, and V construction.

A total of 33 units will be reserved as deed-restricted affordable housing for very-low, low-, and moderate-income households. The inclusion of affordable units qualifies the project for density bonus incentives, allowing additional height and floor area beyond the base zoning limits.

Proposed design features a modular façade with deep window recesses and alternating frame elements. A glass-clad corner volume defines the main entry, contrasting with the building’s solid residential frontage. Balconies are recessed into the structure, while upper floors step back to create planted terraces and rooftop green space. The ground floor includes floor-to-ceiling glazing for resident amenities and lobby space, activating the street edge. The mix of light and dark cladding materials helps reduce visual bulk while emphasizing depth and rhythm across the exterior.

Although no formal sustainability certification is listed, the design incorporates passive strategies such as solar shading, recessed balconies, and landscaped terraces to improve environmental performance.

The site sits within a transit-oriented corridor near the 26th Street/Bergamot Metro Station, supporting Santa Monica’s housing and sustainability goals. A pedestrian paseo is planned to connect Cloverfield Boulevard and 26th Street, improving access through the block.

If approved, the project will bring new apartments to a key transit-served location on the Westside. The development continues Santa Monica’s trend toward higher-density housing near major transit hubs, combining design quality with expanded residential capacity.
