Construction activity is now underway at 450 The Promenade North in Downtown Long Beach, marking the start of the first residential component within the larger City Place mall redevelopment. The project introduces new housing and street-level commercial space to a site long defined by retail uses, initiating a phased transformation of the downtown property.
The development, known as Portico, is being built by JPI in partnership with Tokyo Tatemono US Ltd., with financing provided by BMO Bank. AC Martin is serving as the project’s architect.
Plans call for a seven-story mixed-use building containing 272 studio, one-, two-, and three-bedroom apartments above approximately 19,000 square feet of ground-floor commercial space oriented toward The Promenade. As part of the project’s approvals, 16 of the apartments will be deed-restricted for affordable housing.
Renderings depict a contemporary podium-style structure with active commercial frontage at street level and residential floors organized above, articulated by a regular pattern of balconies and recessed façade elements. Rooftop amenities are incorporated at the upper level, visually distinguishing the building from the surrounding retail fabric.
Portico represents the first executed phase of a much broader redevelopment plan for the City Place site, which has been entitled for substantial new housing capacity. Beyond the Portico parcel, the remaining portions of the property are approved for an additional 628 residential units distributed across multiple eight-story buildings, setting the stage for a significant increase in downtown residential density.
Completion of the Portico development is expected in mid-2028. Once finished, the project will establish a new residential anchor along The Promenade while signaling the beginning of a multi-phase shift from single-use retail toward a mixed-use downtown district.
