A comprehensive redevelopment proposal has entered the entitlement phase for the property at 1025 Westminster Mall in Westminster. The application seeks approval to replace the former enclosed shopping mall with a multi-component mixed-use district spanning more than 80 acres.
The applicant, Shopoff Realty Investments, controls the full site and is pursuing entitlements for a master plan that introduces residential, commercial, hospitality, and open-space uses across the former mall footprint. Planning materials describe a long-term redevelopment rather than a single-building project, with multiple structures distributed across the property.

Under the proposal, the site would accommodate approximately 2,250 residential units across a range of housing types, including ownership units, market-rate apartments, and income-restricted housing. The development program also includes roughly 220,000 square feet of commercial space, a hotel with 120 guest rooms, and approximately 15 acres designated for parks and publicly accessible open areas.

Conceptual site plans depict a series of mid-rise buildings arranged around internal streets, plazas, and landscaped open space. Building heights shown in renderings reach up to eight stories, with massing broken into multiple volumes rather than a single continuous structure. The redevelopment is currently undergoing review as part of the city’s entitlement process, with approvals anticipated in 2026. Demolition of the existing mall structures is planned to begin prior to vertical construction, while at least one existing retail tenant is expected to remain operational during early phases of site work. Full construction of the project is anticipated to commence in late 2026, subject to final approvals.
