Alveare Moves Forward at 1405 South Broadway, Expanding Affordable Housing in Downtown Los Angeles

At 1405 South Broadway, work is moving ahead on Alveare, a large affordable housing development from Related California and the Housing Authority of the City of Los Angeles (HACLA). The project will transform a full city block once occupied by state offices into a new residential community for families, seniors, and supportive housing residents.

The first phase, known as Alveare Parkview, will contain 105 homes for low-income households. Later stages will add 100 senior apartments and 98 supportive homes, allowing the project to serve a broad mix of residents. The site, bordered by 14th, 15th, Broadway, and Hill Streets, is being redeveloped through California’s public land reuse program, which converts surplus state property into housing. When complete, Alveare will provide 303 income-restricted apartments across three phases.

Design firm Steinberg Hart has created a site plan centered on a landscaped courtyard and a 6,000-square-foot pocket park at 14th and Hill. Pathways, planted terraces, and small outdoor gathering spaces connect the four street edges, making the block open and walkable while preserving privacy for residents.

The development also includes state-funded infrastructure improvements. Investments are planned for traffic-calming features, upgraded bike lanes, and new pedestrian connections that link the housing with nearby transit and Downtown job centers.

Alveare represents a major step in the use of public land for housing in Los Angeles. The project combines deeply affordable homes with public open space, creating a model for how large-scale infill can support community life in the center of the city.
