A new residential-focused development proposal has emerged for a prominent site along Pioneer Boulevard in Artesia, replacing earlier plans that envisioned a larger hotel and condominium complex. The revised project, known as Pioneer Place, is proposed for a vacant property spanning 17610 to 17618 Pioneer Boulevard, one of the city’s primary commercial corridors.
According to a recently circulated environmental study, the project sponsor, Atlas Development of Hacienda Heights, is seeking approvals to construct a six-story mixed-use building containing 83 apartments. The unit mix would include studio, one-, and two-bedroom layouts, positioned above a subterranean parking garage accommodating up to 163 vehicles. The change in program reflects a shift away from visitor-serving uses toward long-term residential occupancy.

The development is designed by Humphreys & Partners Architects and is configured as a podium-style structure with a U-shaped footprint organized around a central courtyard amenity space. Architectural plans depict a contemporary building capped by a rooftop restaurant and bar spanning approximately 1,600 square feet, introducing a public-facing commercial element at the upper level while activating the street frontage below.

Implementation of the proposal would require a series of discretionary approvals, including amendments to the City of Artesia’s General Plan and the Artesia Live Specific Plan. The site had previously been entitled for a larger mixed-use project that included condominiums and a hotel component, and the current application seeks to recalibrate the allowable uses and development standards to support the revised residential program.

Pending entitlement approvals, construction of Pioneer Place is projected to begin as early as mid-2026, with an estimated buildout period of roughly 27 months. If the current timeline holds, initial move-ins could occur toward the end of 2028, adding new housing supply to a corridor that has seen increasing interest in mixed-use redevelopment.
