Plans moving forward at 7539-7545 Garvey Avenue call for a mixed-use residential building that combines housing, live/work units, and ground-floor retail on a corner site in Rosemead. The project, known as Prospect Villa, occupies a parcel at the intersection of Garvey Avenue and Prospect Avenue and is envisioned as a vertically layered development rather than a single-use apartment block.

The seven-story structure is programmed with 75 residential units in a mix of one-, two-, three-, and four-bedroom layouts. A portion of the homes are designated as live/work units, positioned to mediate between the public-facing commercial spaces at street level and the conventional residential floors above. This arrangement allows residential activity to engage the street without relying exclusively on retail frontage.

Approximately 6,350 square feet of commercial space is planned along the ground floor, establishing an active base for the building along Garvey Avenue. Residential units rise above this podium, while parking for 147 vehicles is accommodated within the structure, enabling the project to maintain a continuous street wall without surface parking interruptions.

Architectural plans prepared by Scales Lab Architects show the building mass stepping back toward the rear of the site, where terrace decks are integrated into the upper levels. These outdoor spaces introduce relief within the building envelope and provide shared and private open-air areas for residents without altering the overall height of the structure.

Developed by The Connected Companies, Prospect Villa is designed as a hybrid residential typology that blends housing and small-scale commercial uses into a single, cohesive building. When completed, the project will add a vertically mixed residential and retail presence to Garvey Avenue, reinforcing the corridor with a corner-oriented, live/work-focused development.
