A residential development approved through Los Angeles’ Executive Directive 1 process is advancing at 1141 North Vermont Avenue in East Hollywood. The approval authorizes a seven-story apartment building on the site, clearing the way for construction without discretionary review under the city’s streamlined housing provisions.

The project is sponsored by Thrive Living and is designed to deliver 290 dwelling units restricted to households earning up to 80 percent of area median income. Residential layouts include studio, one-bedroom, two-bedroom, and three-bedroom units, as outlined in the approved plans.

Project documents indicate that the building will be constructed using prefabricated modular components rather than conventional on-site framing. This approach is intended to compress the construction schedule, with completion projected on an accelerated timeline subject to fabrication, delivery, and site coordination.

Architectural services for the development are being provided by Rios. The approved design includes shared resident amenities such as a rooftop open-air space, interior community facilities, and landscaped areas integrated into the building footprint.

Financing for the project includes a construction loan totaling approximately $65 million secured in 2025. With entitlements in place and funding established, the development is positioned to proceed through construction phases following site preparation and module installation.
