A five-story affordable housing development has opened at 8333 Airport Boulevard in Westchester, introducing 102 income-restricted apartments on a property long constrained by historic land use limitations. Redtail Crossing stands on a parcel that previously contained a church, which has since been cleared to allow multifamily residential construction.
KFA Architecture is responsible for the designs. Community Corp. of Santa Monica is the project developer.

The building contains a mix of one-, two-, and three-bedroom units serving households earning between 15 and 60 percent of Area Median Income. The development includes 78 parking spaces in a subterranean garage. Residential units are supported by on-site case management offices and shared community facilities intended to provide services for tenants requiring long-term housing stability.
Development of the property became feasible after state law nullified private deed provisions that limited residential density on the site. Deed restrictions recorded decades ago prevented apartment development on the site and included discriminatory provisions aimed at excluding certain residents. With those restrictions no longer enforceable, the property could move forward as a multifamily affordable housing development.

The structure presents contemporary massing articulated through varied window groupings, recessed ground-floor entries, and a combination of muted and green-toned façade panels. Landscaped open areas total more than 25,000 square feet and include courtyards and outdoor gathering spaces integrated along the building perimeter and interior edges of the site.
With residents now moving in, Redtail Crossing adds new deeply affordable housing inventory to Westchester and establishes a supportive housing presence within a community that previously lacked such development.
