A five-story residential building is taking shape at 8911 Ramsgate Avenue in Westchester, Los Angeles, where a new income-restricted housing development is progressing through construction. The structure is visible above grade, with exterior framing and façade work advancing on the site.
HVN Development is the project developer. Stockton Architects is the architect.
The project is configured as a multi-family residential building containing 77 apartments. Unit plans consist of one- and two-bedroom layouts distributed across the upper floors, organized within a compact building footprint.
Development approvals for the project were granted through a combination of the City’s Executive Directive 1 process and density bonus provisions. These approvals allow the project to proceed with a fully residential program that does not include on-site vehicle parking. Most units are designated under income-restricted housing requirements targeting low- and moderate-income levels.
Designs prepared by Stockton Architects depict a contemporary structure with a simplified façade composition. The exterior is shown as a combination of smooth stucco surfaces with a central vertical element that introduces contrast across the front elevation.
Construction continues to move forward at the site as the project advances toward completion, adding a new affordable housing component within the Westchester area.
