Plans are advancing to redevelop the property at 11029 Washington Boulevard in Culver City with a new affordable housing complex that would introduce residential units alongside creative workspace at street level. The project has been proposed by West Hollywood Community Housing, a nonprofit developer focused on income-restricted housing in Los Angeles County.
Current plans call for the construction of a seven-story building containing 67 apartments reserved for lower-income households. The homes would be offered to residents earning between 30 percent and 80 percent of the area median income, providing a range of affordability levels within the development.

The project also incorporates artist-oriented spaces at the ground floor, including studio-style lofts and a community arts facility designed to support creative activity along the Washington Boulevard frontage.
Architectural design is being prepared by EYRC Architects, whose proposal responds to the irregular geometry of the site with a wedge-shaped building form. Renderings show a contemporary structure organized with vertically articulated façade elements and recessed windows, creating depth across the exterior while upper levels introduce terraces and stepped volumes.
Development plans indicate that portions of the structure may utilize off-site modular construction, a method that allows building components to be manufactured elsewhere before being assembled on-site.
In late January, the Culver City City Council authorized staff to begin negotiating exclusively with West Hollywood Community Housing regarding the development of the site, a step that allows the project to move forward toward detailed planning and future approvals.
