A revised residential proposal has been filed for 745-749 17th Street in Santa Monica. The project would bring a four-story apartment building to a corner site near Montana Avenue. The latest filing lists Holland Ashrafnia and North of Montana Place LLC as the applicant and property owner. Local Development LLC is listed as the project representative. Ottinger Architects is responsible for the design.

Plans call for 24 apartments, including 19 market-rate units and five on-site affordable units. The unit mix shown in the project plans includes one one-bedroom unit, seven two-bedroom units, and 16 three-bedroom units.

The affordable housing program includes five deed-restricted apartments. Project materials identify two extremely low-income units, one very low-income unit, one low-income unit, and one moderate-income unit. The affordable units are planned as one one-bedroom apartment and four two-bedroom apartments.

The proposal would replace existing multifamily residential uses on the site. The SB 330 application lists the existing unit count as three studios, five one-bedroom units, and two two-bedroom units. The building would rise four stories and 50 feet 4 inches. Project plans show a total floor area of 69,657 square feet, including 42,282 square feet of residential floor area. The proposed floor area ratio is 2.50 on a 17,890-square-foot site.

Parking would be provided in one subterranean level with 43 vehicle spaces. The project also includes 33 bicycle parking spaces, divided between 26 long-term spaces and seven short-term spaces.

Elevations show an off-white smooth plaster exterior, black anodized aluminum storefront elements, metal picket balcony railings, canopies, a parking gate, and rooftop mechanical screening. The design also includes private balconies and a rooftop amenity area. Plans show 12,055 square feet of open space, with both common and private areas. The open space program includes ground-level common areas, upper-level private outdoor areas, and rooftop open space.

The project uses density bonus incentives and waivers to allow the proposed height, floor area, lot consolidation, setbacks, and other zoning modifications. The filing replaces an earlier version of the project that had been proposed by a different development team.
