Construction is nearing completion at 327 North Harbor Boulevard, where a four-story affordable housing development is rising just north of the Rancho San Pedro public housing community. Known as 327 Harbor, the project will provide 47 apartments, including 46 affordable replacement homes and one manager’s unit. KFA Architecture is the architect.

The apartment mix includes 12 one-bedroom, 23 two-bedroom, and 12 three-bedroom homes. The affordable units are intended for households earning between 30 and 80 percent of area median income. Renderings show the building broken into several white and muted blue volumes above a warmer textured base along Harbor Boulevard. Recessed windows and setbacks divide the upper floors, while a rounded corner softens the northern end of the structure. Resident spaces will include a landscaped courtyard, community room, children’s play area, fitness room, and supportive-service offices. Plans also call for 45 automobile parking spaces, along with 48 secured and 12 outdoor bicycle spaces.

327 Harbor is designed to make the larger Rancho San Pedro redevelopment possible without requiring every affected household to leave the community during its first phase. HACLA expects 46 Rancho San Pedro households to move into the new building as the next stage gets underway. Construction at 327 Harbor began in August 2024 and remains on schedule, according to the agency’s latest update.

The development is only the opening piece of a much larger rebuilding effort. Plans for Rancho San Pedro allow up to 1,553 homes, together with 85,000 square feet of neighborhood-serving space and another 45,000 square feet of commercial and retail uses. Future phases are also planned around new public spaces, including a linear park, youth sports field, pedestrian-oriented street, courtyards, and plazas.

The project is being developed through the One San Pedro Collaborative, a partnership between National CORE, Century Housing, the Richman Group, and the Housing Authority of the City of Los Angeles.
