Apartment Building Planned At 8521 West Horner Street, Pico-Robertson, Los Angeles

A new residential project has been proposed at 8521 West Horner Street in Pico-Robertson, Los Angeles. The project proposal includes the development of a five-story apartment. Plans call for the replacement of eight existing units on the site.

Horner Property LLC, a Beverly Hills-based entity managed by Shahrokh Zarrin, is the project applicant. California Development & Design Inc is responsible for the design concepts.

An early 1930s apartment building could be up for redevelopment to construct a new five-story structure featuring 29 apartments. The apartments will be designed as a mix of studios, one-bedroom, two-bedroom, and three-bedroom apartments. The apartment will also feature a two-level subterranean parking garage with a capacity of 33 vehicles.

The project applicant is seeking the approval of density bonus incentives permitting a larger structure than allowed by local zoning regulations. In exchange, six of the new apartments would be set aside as deed-restricted affordable housing at the very low-income level.

Renderings reveal a contemporary low-rise structure with a setback above its third floor. Plans show a landscaped rooftop amenity deck, as well as a recreation room within the building’s interior.

The project site sits a short walk south of the west of La Cienega.
