A groundbreaking ceremony was held earlier in June for a residential project at 4446 Florizel Street in Montecito Heights, Los Angeles. The project proposal consists of the redevelopment of a public housing complex from the 1940s. The construction will take place in phases.
Related California and the City of Los Angeles Housing Authority are the project developers. Withee Malcolm Architects is managing the design concepts and construction.
Named Rose Hill Courts, the redevelopment will result in nearly double the amount of housing. The property site spans an area of five acres. The new project will replace 100 existing units and bring 185 apartments to the site. The apartments will be reserved for low-income households.
The initial stage of the construction will consist of 88 homes, which will be set aside for existing tenants at Rose Hill Courts. The next phases will reveal a total of nine buildings across the site, featuring a mix of one, two, three, and four-bedroom units. In addition, a community building, a central park, and other amenities will be designed. Some lighting and fencing improvements will be done and the complex will have stormwater management systems. All of the new apartments will be supported through Section 8 Project-Based Vouchers.
The estimated construction timeline is 2021 to 2024.
California Strategic Growth Council’s Affordable Housing and Sustainable Communities program is sponsoring the first phase of the expansion.
