A new affordable housing project may soon come to existence at its project site at 823 West Manchester Avenue in Vermont Knolls, Los Angeles. The project proposal includes the construction of a new four-story apartment building offering affordable housing units. The project will replace a church on the site.

Domus Development, an affiliate of Newport Partners is the project developer. KFA Architecture is responsible for the designs.

A 1950s church in South Los Angeles inhabited by Life Enrichment Ministries may be demolished to make way to new affordable housing through Executive Directive 1. Plans calls for razing the existing church and its parking lot to clear the way for the construction of a new four-story building featuring 42 apartments. Named Domus Manchester, the project will consist entirely of studios and one-bedroom dwellings reserved as deed-restricted affordable housing, along with a single two-bedroom manager’s unit.

Renderings reveal a contemporary low-rise structure featuring a courtyard, a recreation room, and a rooftop deck. Plans also call for five on-site parking spaces, although no parking is required by zoning per AB 2097.

A project application was submitted earlier this month to the Los Angeles Department of City Planning, pending review and approval. The estimated construction timeline has not been announced yet. The project site is located just west of Hoover Street.
