A new affordable housing project has been approved for development at 17100 Victory Boulevard in Lake Balboa. The project proposal includes the construction of a new affordable housing project comprised of two five-story buildings offering a total of 194 affordable housing units.

Linc Housing is the project developer. VTBS Architects is responsible for the designs. MJS Landscape Architecture is the landscape architect.

Named Victory Boulevard Apartments, the scope of work includes the development of a new affordable housing complex offering 194 dwelling units designed within two five-story buildings.

Out of the total, 48 units will be reserved for households facing housing challenges and 144 will be reserved for families earning between 30 and 80 percent of the area’s median income, along with two market-rate manager’s units.

The apartments will be designed as a mix of studios, one-bedroom, two-bedroom, and three-bedroom floor plans. Additionally, parking for 88 vehicles, shared courtyard space, offices for supportive services, and rooftop decks will be developed within the complex.

At street level, plans call for 1,000 square feet of ground-floor commercial space adjacent to the bike path, which could be used as retail or office space for a local organization.

The Housing Authority of the City of Los Angeles’ Board of Commissioners voted to allow the issuance of up to $78.7 million in bonds for the construction the development.

The project would be erected adjacent to the Sepulveda Basin and the G Line Busway.
