Plans have been filed with the Los Angeles Department of City Planning for a new affordable housing development at 3608 Centinela Avenue in Mar Vista, where a small residential property dating to the 1940s currently occupies the site. The proposal reflects the continued shift toward higher-density housing along major corridors on the Westside.
The project, submitted by HVN Development, calls for the demolition of the existing fourplex and its replacement with a five-story apartment building containing 49 residences. Unit plans include a mix of studio, one-bedroom, and two-bedroom layouts. No on-site automobile parking is proposed, consistent with similar affordable housing developments that prioritize transit access and reduced car dependence.
Because the project is fully affordable, it qualifies for incentives available through the Citywide Housing Incentive Program, which was recently implemented to streamline approval of deed-restricted housing. Unlike many recent applications citywide, the Centinela Avenue proposal is not seeking approval through Executive Directive 1 and instead relies on the city’s Expanded Administrative Review process.
Stockton Architects is responsible for the building’s design, which is depicted in preliminary renderings as a contemporary, stucco-clad structure with a restrained massing profile. The architecture emphasizes simple volumes and window groupings rather than ornamental detailing, aligning with the firm’s other multifamily work across Los Angeles.
If approved, the project would add new income-restricted housing in Mar Vista, an area where multifamily construction has historically lagged behind job growth and rising rents. The proposal also adds to a growing portfolio of similar developments by HVN Development, which has pursued comparable infill housing projects throughout Los Angeles County.
