A new fully affordable apartment building is moving forward at 3990 Wade Street in Mar Vista. The project will bring a five-story structure featuring 21 apartments to a site just east of Centinela Avenue.

The applicant and developer for the project is David Cohen of Elad Investment LLC. Architectural plans were prepared by Commun Associate.

The development is advancing under Los Angeles’ Executive Directive 1 program, which streamlines the approval process for 100% affordable housing projects. Built on a 4,686-square-foot lot zoned R3-1, the building will offer a mix of studios, one-bedroom, and two-bedroom units. One apartment will be reserved for an on-site manager, with the remaining homes available to low- and moderate-income households.

No automobile parking is included in the plans. Instead, the project will offer 22 long-term and 4 short-term bicycle parking spaces on site, emphasizing access to public transportation and non-car mobility.

The building takes advantage of density bonus incentives to allow increased floor area, reduced open space requirements, and modified setbacks. These measures help fit more housing units into the compact site while preserving outdoor areas for residents.

Renderings show a simple, modern design with clean rectangular forms. The exterior is divided into a two-tone color palette, with a gray upper façade and a white base. Repetitive window patterns and minimal detailing reflect a focus on efficiency and affordability. Landscaped planters and a transparent entryway activate the street frontage along Wade Street, while a rooftop deck will provide shared open space for residents.
