A new mixed-use development is set to rise at 16610 Ventura Boulevard in Encino, bringing a blend of housing and retail to one of the San Fernando Valley’s most active corridors. The project, proposed by Benelisha Group, Inc., has cleared its latest round of approvals with plans for a five-story structure containing 45 apartments above 3,400 square feet of ground-floor retail space.

The development replaces a low-rise commercial building with a contemporary podium-type structure 2qsupported by a two-level, 57-car subterranean garage. A mix of studio, one-, and two-bedroom units is planned, including eight apartments reserved for very low-income households. The inclusion of affordable housing qualifies the project for density bonus incentives, enabling additional height and residential floor area beyond base zoning limits.

GA Engineering designed the building with a streamlined massing of alternating planes and inset balconies. The façade layers white stucco with warm wood-textured panels, while recessed glass railings and overhanging rooflines lend the structure depth and light modulation. Ground-floor glazing enhances street activity, aligning with the city’s goal of reanimating Ventura Boulevard’s retail frontage with pedestrian-oriented uses.

Located between Balboa Avenue and Hayvenhurst Avenue, the site sits within a section of Ventura Boulevard experiencing steady redevelopment through small-scale infill and mixed-use investment. The project reflects a gradual evolution in Encino’s commercial spine by introducing residential density within walking distance of shops, dining, and services while contributing to the neighborhood’s broader housing supply.
