Ground work has officially begun at 4610 Santa Ana Street in Cudahy, where a five-story community for seniors is set to rise. The project, branded as Amanda Villas, replaces underused land with a combination of affordable housing and health services. A groundbreaking ceremony was held on September 24, marking the start of work.
National CORE is listed as the project developer in partnership with Prima Development.
The development will deliver 140 one-bedroom and two-bedroom apartments, designed specifically for local seniors. Plans also integrate a ground-floor health clinic that will provide medical, dental, and behavioral health services both to residents and the surrounding neighborhood.
Units will be income-restricted to households earning between 30 and 50 percent of area’s median income (AMI) . A significant share is reserved for unhoused seniors and seniors living with mental illness, while the remainder serves low-income households. On-site supportive services will be coordinated by the Los Angeles Centers for Alcohol and Drug Abuse (L.A. CADA).
Renderings show a contemporary podium-style complex anchored by arched storefront windows and tile accents at the ground level. Upper levels are massed around a central courtyard with balconies and terraces, while rooftop amenity spaces add greenery to the structure’s profile.
The $92 million project is backed by a mix of local and federal funds. Los Angeles County committed $5 million in Affordable Housing Trust Funds (AHTF), alongside $3 million in HOME-ARP funds and $3.24 million in No Place Like Home (NPLH) conditional awards. Developers plan to leverage these allocations in a California Debt Limit Allocation Committee (CDLAC) application seeking up to $55 million in additional financing.
Construction is expected to wrap up in later 2027, adding a critical supply of supportive senior housing to southeast Los Angeles County.
