A large-scale residential infill project is proposed for 2716 Ocean Park Boulevard in Santa Monica, where plans call for an eight-story mixed-use building designed to occupy a full city block and establish a continuous street presence along the corridor. The development would replace an existing office complex on the site with a high-density residential program organized around internal open space.
The project is being developed by Trammell Crow Company and designed by AC Martin.
Project plans describe 456 apartments in a mix of studio, one-, two-, and three-bedroom layouts arranged above a commercial base. The building’s massing is organized to accommodate internal courtyards, creating shared outdoor space within the block while maintaining a consistent frontage along Ocean Park Boulevard.

At street level, the proposal includes approximately 6,200 square feet of commercial space, positioned to activate the sidewalk edge and visually separate residential floors above from the public realm. Parking for 668 vehicles would be provided on site, integrated into the building to support the project’s residential scale.
The development would utilize density bonus incentives to exceed base zoning allowances, with 46 apartments set aside at below-market rents as part of the request. Building height and unit count are tied to those incentives, which are presented as part of the project’s entitlement framework.
Renderings show a contemporary mid-rise form with articulated volumes, recessed balconies, and roof decks integrated into the upper levels.

The project’s official website also outlines a range of on-site amenities planned for residents including a fitness center, collaboration and lounge spaces, outdoor courtyards, and roof decks. The site further confirms that 46 of the 456 apartments will be offered at below-market rents alongside the approximately 6,200 square feet of retail and 668 parking stalls serving the development.
The site sits north of Santa Monica Airport, though the proposal is presented as a standalone redevelopment of a single parcel along Ocean Park Boulevard.
