A new income-restricted residential development is proposed at 2535 South Mansfield Avenue in the West Adams neighborhood of Los Angeles, where plans call for a mid-rise apartment building dedicated entirely to affordable housing. The project is being pursued by CIM Group, a developer active across several recent housing developments in the area.
Project plans outline a five-story residential structure containing 116 apartments reserved for lower-income households. The building would include parking for 51 vehicles, located within a podium-level configuration beneath the residential floors.

According to application materials, the project is being processed through the Executive Directive 1 (ED1) program, a city initiative that allows qualifying affordable housing proposals to move through an expedited approval pathway. Developments utilizing the directive must provide fully income-restricted housing, which in this case would serve low- and moderate-income renters.
Architectural design for the building is being prepared by Hwangbo Architecture. Renderings depict a contemporary podium-style building organized with stacked residential levels above a base containing parking and street-facing entries. Balconies and horizontal floor plates define the façade, while vertical circulation elements and recessed wall planes create variation across the exterior.
The development site sits just south of the Interstate 10 corridor and immediately behind The Jayne, a mixed-use residential complex previously developed by CIM Group. The new project would add additional housing within a part of West Adams that has seen multiple recent infill developments.
