Work is now underway at 531 West College Street in Chinatown, where a large development site is being cleared following the closure of the Pacific Alliance Medical Center. The project converts the former institutional property into a residential-focused complex spanning the full block between West College, North Hill, and Yale streets.
The proposal introduces an eight-story structure combining housing, commercial frontage, and medical space within a single integrated footprint. Plans outline a total of 455 apartments, supported by ground-level uses that include approximately 9,000 square feet of retail and an additional 7,700 square feet designated for outpatient medical functions.

Parking is accommodated within a structured garage containing 473 spaces, positioned below and within the building mass. The project is being developed by 531 West College Street, LLC in partnership with an affiliate of AGI Avant Group.
The development utilizes Transit Oriented Communities incentives to exceed base zoning allowances. As part of those approvals, 91 units are designated as income-restricted housing under long-term covenants.

Designs by Steinberg Hart organize the project around a network of internal circulation routes that cut through the site, creating publicly accessible pathways and landscaped open areas. The massing incorporates stepped volumes, private terraces, and a central courtyard, along with a rooftop amenity deck and shared indoor spaces.

Exterior materials are shown as light-toned plaster with layered façade elements, while the ground level incorporates recessed passages and entry points. Portions of the design reference traditional gateway forms through a contemporary interpretation integrated into the building’s street-facing edges.
With construction now initiated, the project moves forward as a large-scale residential infill development introducing housing, commercial activity, and medical space within Chinatown.
