The building is organized with five units per floor across the upper levels, supported by a central circulation core with an elevator and two stairways. At ground level, a recessed lobby fronts Westbourne Drive, while vehicle access is provided along the north side of the property to a small parking area with six spaces.

The design by Ottinger Architects organizes the building as a compact, vertically layered volume shaped by the limited dimensions of the site. The upper residential levels extend beyond the ground floor footprint, creating a stepped relationship between the base and the floors above. At the intersection of the two street-facing elevations, the facade shifts to a more transparent treatment, with expanded window openings set within a simplified field of materials that distinguishes the corner from the rest of the building.

Facades are composed using a restrained palette of smooth plaster, stone tile, and metal accents, with board-formed concrete anchoring the ground floor. Projecting balconies are distributed across the street-facing and side elevations, introducing depth and rhythm to the exterior while providing private open space for a majority of units. Toward the rear, the building simplifies into flatter planes, reflecting both spatial constraints and utility clearances along the property line.
Circulation is handled through an open-air corridor configuration, allowing units to line a single-loaded hallway that improves access to light and ventilation. Above, the rooftop is designed as a shared amenity space, incorporating seating areas, planting, and solar installations integrated with trellis structures. The roof level functions as a communal extension of the building, compensating for the limited ground-level open space available on the site.

The project is being processed with a combination of state housing provisions that enable increased residential density and reduced parking requirements. As proposed, the development introduces a mid-rise residential form into a block otherwise characterized by lower-scale buildings, reflecting ongoing changes in housing production patterns across West Hollywood.
