Pioneer Village has opened at 515 Pioneer Drive in Glendale, completing a 340-home affordable housing development by Linc Housing and National CORE in partnership with the City of Glendale. The 2.79-acre property contains three elevator-served, five-story residential buildings designed by KFA Architecture. National CORE served as general contractor, HavenCORE manages the property, and Linc Housing provides resident services.
The residential program includes 92 apartments reserved for seniors age 62 and older, 245 homes for families, and three residences for on-site property staff. Qualifying households earn between 30 and 80 percent of area median income. The senior component includes studios and one-bedroom apartments, while the family buildings provide one- and two-bedroom homes.

The three buildings are organized around a network of courtyards and landscaped common areas rather than a single continuous residential block. KFA’s design incorporates stucco, fiber-cement panels, and thin brick veneer across the exterior, with balconies and recessed portions breaking up the larger elevations. Shared outdoor areas include community gardens, children’s play spaces, rooftop decks, barbecue and picnic areas, and a walking path. A pedestrian paseo created from the former Kenilworth Avenue cul-de-sac improves the connection toward Fremont Park through the existing tunnel beneath the freeway.

More than 5,800 square feet of indoor community space is distributed throughout the development, including gathering rooms, kitchens, computer labs, and a fitness area. The project also includes 342 parking spaces within a two-level subterranean garage, including 35 stalls prepared for electric-vehicle charging. Pioneer Village was designed to meet LEED Gold standards, while the apartments feature all-electric appliances, air conditioning, electric heating, and private patios or balconies.
Construction began in January 2023 and concluded in July 2026, with residents beginning to move in during June. The development was financed through a combination of City of Glendale funding, CalHFA programs, Bank of America financing and tax credits, federal HOME funds, and additional public and private sources
