A new affordable housing project has broken ground at its project site located at 1808 South St. Andrews Place in Harvard Heights, Los Angeles. The project proposal includes the construction of a new affordable housing community.

Holos Communities is the project developer. LOHA is responsible for the designs.

A groundbreaking ceremony was held last week, for a new affordable housing complex named Steps on St. Andrews. The scope of work includes the conversion of a former craftsman home into eight apartments, along with adding a three-story, 12-unit apartment building at the rear of the property site. The project will retain the front yard and porch of the original home, maintaining the site’s historic view from the street. Original materials from the house, including its hardwood floors, shelving, and door knobs, will be reused in the new construction.

The housing project will provide 19 units of permanent supportive housing reserved for veterans.

The project site is public-owned land awarded by the City of Los Angeles. Despite city ownership, the land was encumbered by zoning rules limiting the property to just 20 residential units, as well as a Community Plan Implementation Overlay which further limits what can be built.

The People Concern will be the onsite service provider. Funding for the development was granted by National Equity Fund, Banner Bank, and the California Department of Housing and Community Development.
