A redesigned mixed-use apartment complex is moving forward at 1931 Wilshire Boulevard in Santa Monica, where a new eight-story building is planned to replace a former Gap retail store near the intersection of Wilshire and 20th Street.

Cypress Equity Investments is listed as the project developer, with Los Angeles-based Tighe Architecture now leading design efforts. The firm steps in for AC Martin, who previously helmed an earlier iteration of the project.

The updated proposal calls for 260 residential units above approximately 21,534 square feet of ground-floor commercial space. Apartments are expected to range from studios to one-bedroom and two-bedroom floor plans, while the project would also include parking accommodations for over 320 vehicles.

Project entitlements rely on density bonus incentives to permit a larger structure than zoning would typically allow. In exchange, 26 of the apartments will be designated as affordable housing units reserved at below-market rates.

The revised design was recently presented to the Santa Monica Architectural Review Board, which recommended approval. According to a staff report, the new concept “is guided by a clear hierarchy that begins at the street and scales to the skyline.” At the ground level, a grid-based fenestration system introduces depth, rhythm, and texture, while upper levels are distinguished by material shifts, generous voids, and articulated massing that reduces perceived bulk.

Renderings depict a contemporary building clad in alternating tones with recessed balconies, varied planes, and a stepped profile that brings scale and visual interest to the eight-story volume. The redesign reflects Santa Monica’s evolving urban form while maintaining a strong pedestrian presence along Wilshire Boulevard.

The project remains in the entitlement phase, and while a formal construction timeline has not yet been announced, development could proceed within the next 12 to 18 months pending final approvals.
