Groundbreaking has taken place for a new affordable housing development at 6033 De Soto Avenue in Woodland Hills, where a seven-story residential building is now under construction within the Warner Center area. The project, known as De Soto, will replace a previously developed site with a large-scale, ground-up housing complex.
The development will deliver 207 apartments ranging from one- to three-bedroom units, serving households earning between 30 and 70 percent of Area Median Income. According to project information, the building will encompass approximately 271,568 square feet and rise seven stories, with five residential floors constructed above a double concrete podium that contains two levels of parking.
Construction is being carried out by R.D. Olson Construction in partnership with developer Meta Housing Corporation. The project is expected to be built over a 24-month period, with completion anticipated in early 2028, based on the current construction schedule.
The building is designed by AC Martin and is planned to achieve LEED certification. Project materials outline a series of sustainability measures, including high-efficiency HVAC systems, low-flow plumbing fixtures, a cool roof–rated roofing system, and a high-efficiency central boiler intended to reduce long-term energy and water consumption.
In addition to housing, the development will include a range of resident-focused amenities, such as a community room with computer workstations, outdoor gathering areas, a children’s play area, and elevated courtyards integrated into the building design. Financing for the project includes California Municipal Finance Authority Multifamily Housing Revenue Bonds and Federal Low-Income Housing Tax Credits, as described in project disclosures.
