A new mixed-use residential development has been proposed at 2435 South Military Avenue in the Rancho Park neighborhood of Los Angeles, utilizing Transit Oriented Incentive Area development bonuses under the City’s housing incentive programs. An application filed February 19 with the Los Angeles Department of City Planning seeks approval to replace an existing commercial building on the site with a larger residential structure in exchange for providing income-restricted units.

Kevin Tsai Architecture is responsible for designs.

The proposal calls for the construction of an eight-story building containing 154 residential units comprised of studio and one-bedroom layouts. As part of the requested incentives, 17 apartments would be reserved at below-market rates. The development also includes approximately 1,578 square feet of ground-floor commercial space integrated into the podium base.

Plans show a 49-car garage placed below the primary podium level. The existing commercial structure on the property would be demolished to allow for the new construction.

Architectural drawings depict a contemporary podium-style building articulated by pronounced horizontal floor plates and vertical façade elements. Renderings show a gently curved roofline, recessed window bays, and a transparent ground-floor frontage oriented toward Military Avenue.

The site is located near the intersection of Pico Boulevard and Military Avenue. The project remains in the planning application phase and is subject to City review.
