A new mixed-use project is moving forward at 5879 West Pico Boulevard, just west of Fairfax Avenue. The City of Los Angeles has approved plans to replace an existing commercial property with a contemporary residential and retail building, adding to the steady wave of mid-rise construction along the Pico corridor.

Pico Fairfax LLC is listed as the applicant, with design work led by AFCO Design.

The development will rise seven stories and include 72 apartments, eight of which will be reserved for Extremely Low-Income households under the Transit Oriented Communities (TOC) program. The residential mix consists of four studios, 63 one-bedroom layouts, and five two-bedroom units, expanding the supply of smaller apartments in the area.

Retail frontage will occupy 2,100 square feet at the street level, reduced from earlier versions of the project that proposed a larger commercial footprint. Above, the structure will contain 55,826 square feet of residential space, capped by a maximum height of 83 feet.

Parking is planned across multiple levels, with 44 stalls designated for residents and six spaces for commercial use, bringing the total to 50. The project also calls for 66 bicycle parking spaces with 58 long-term and eight short-term spots. Outdoor amenities and private balconies will contribute 5,497 square feet of open space, distributed between a central courtyard, recreation room, and individual units.

AFCO’s design introduces a layered massing strategy, defined by shifting balconies and recessed terraces. The renderings show a crisp white façade accented with beige tones, trex-style wood paneling, and dark metal framing. Planter boxes and landscaped terraces provide greenery at multiple levels, softening the building’s presence along Pico. Ground-floor glass storefronts activate the street edge, while articulated volumes above lend rhythm and variation to the street wall.

Entitlements were granted through the TOC program, which permits additional density, height, and floor area in exchange for affordable housing. The approval includes a 70 percent density increase, a floor area ratio of 3.75:1, reduced yard setbacks, and a 25 percent reduction in open space requirements.

Located near frequent bus service along Pico and Fairfax, the project takes advantage of its transit-rich setting. The development joins several recent and ongoing infill projects along Pico Boulevard, reflecting the corridor’s shift toward denser housing and mixed-use growth.
