A five-story affordable housing development is under construction at 8911 South Ramsgate Avenue in Westchester. The current project program consists of 77 apartments, including 60 units reserved for low-income households, 16 for moderate-income households, and one manager’s unit. The development is associated with 8911 Ramsgate LLC and HVN Development. Stockton Architects is responsible for the designs.
The project provides no automobile parking. Instead, the approved program includes 20 long-term and 10 short-term bicycle spaces. The building contains approximately 41,790 square feet of floor area across two combined lots totaling roughly 12,000 square feet.

The development was approved through Los Angeles housing streamlining and density bonus provisions. Its entitlement package allows a floor-area ratio of 4.29:1, reduced yard setbacks on all sides, relief from the project’s open-space requirement, and a reduction in long-term bicycle parking. The current building replaces two duplexes that previously contained four apartments.
The supplied elevation and rendering show a compact street-facing façade divided into pale blue-green, white, and darker vertical sections. The architectural drawings identify exterior colors including Dutch Tile Blue, Clybourn, and Snowbound, together with vertical siding and a black metal roof treatment at the stair enclosure. Raised planting areas and bicycle racks occupy the frontage, while a roof deck is positioned above the fifth floor behind the parapet.
Construction is active at the property, with the project having progressed through the framing stage during 2026. A final completion date has not been confirmed.
