Revised plans for the residential component of a mixed-use development at 6136 West Manchester Avenue, Westchester, Los Angeles have been submitted, adjusting unit counts and density in response to recent regulations. The project proposal includes the development of a new eight-story building offering spaces for residential and retail uses.
Cityview is listed as the project developer. AC Martin is responsible for the designs. MJS Landscape Architecture is the landscape architect.
The developer has pitched to add more housing units to the proposed mixed-use project. The project will now utilize AB 1287 in order to increase the unit count.
Originally, in 2022, the proposed scope of work included the development of an eight-story building offering 441 units, designed as a mix of studios, one-bedroom, and two-bedroom floor plans. Additionally, 16,000 square feet of commercial space was also proposed within the eight-story, along with parking for 549 vehicles.
To achieve that density, Cityview had proposed 66 units as very low-income affordable housing, in exchange for a conditional use permit to allow for a 67 percent density bonus. Since then, state legislators have passed AB 1287, which amends state density bonus law to grant more generous incentives to developers who provide on-site affordable housing within their projects. In the case of 6136 Manchester, Cityview could now provide slightly fewer very low-income units (64 in total) in exchange for a larger 85 percent density bonus, resulting in a total of 489 apartments.
Open landscaped areas will include publicly accessible spaces such as a large outdoor plaza at Truxton and La Tijera, imagined as a gateway to the neighboring Westchester Town Center. Plans also call for a podium-level courtyard, multiple terrace decks, and a swimming pool.
The project site is situated near Sepulveda Boulevard in Westchester. The project site has frontage on 87th Street, Truxton Avenue, and La Tijera Boulevard.
Once approved, construction is expected to commence in 2025 and be completed in 2027.
