A vacant lawn and excess development capacity at the Miramar Towers property in Westlake have been transformed into a new seven-story affordable housing building at 1999 West 3rd Street. The project adds density to an already developed site by leveraging a lot split and previously unused entitlements on the broader parcel.

The approximately $74 million development introduces 137 studio, one-, and two-bedroom apartments reserved for households earning between 30 and 80 percent of the area median income. By subdividing the existing property, the applicant was able to construct new housing on land that had functioned primarily as open lawn area adjacent to the original Miramar Towers complex.

Designed by Brooks + Scarpa in collaboration with Tina Chee Landscape Studio and Argento / Graham, the building rises seven stories along 3rd Street. Renderings and site imagery show a contemporary façade with gently curved wall planes and a vertically expressed central opening that creates a recessed breezeway. That breezeway physically connects the new structure to the adjacent Miramar Towers building, integrating circulation between the two components of the campus.

In addition to residential units, the project includes shared amenities such as fitness areas, lounge spaces, and work areas intended for residents. The new building operates as an extension of the Miramar property, which originally opened in the 1970s with 157 apartments.

The development is a joint venture between Jonathan Rose Companies and Wakeland Housing and Development Corporation. By intensifying an underutilized portion of the site rather than replacing the existing tower, the project demonstrates a strategy of adding affordable housing through incremental expansion of established residential campuses in Westlake.
