Parking-Free Affordable Housing Proposed for 5655 Lexington Avenue in Hollywood

A new affordable housing proposal aims to bring 67 income-restricted homes to a residential block just north of Santa Monica Boulevard in Hollywood. The project, filed by HVN Development, would replace two single-family houses at 5644–5655 Lexington Avenue with a five-story building containing exclusively affordable apartments and no on-site parking.

City records show that the developer is requesting a density bonus through Los Angeles’s Affordable Housing Incentive Program, allowing additional height and floor area beyond what the base zoning permits. In exchange, all units will be reserved as covenanted affordable housing, distributed across extremely low-, very low-, low-, and moderate-income levels.

The consolidated parcel sits one block north of the Echelon Studios campus and just west of U.S. 101, within a pocket of central Hollywood that has seen a gradual transition from older homes to modern multifamily buildings. The site’s location near major employment and transit corridors makes it well-suited for a parking-light development model, in line with the city’s goal to expand affordable housing options without requiring car-oriented infrastructure.

While no architectural renderings have yet been released, planning documents indicate a compact, mid-rise structure with stacked residential floors above street-level entries. The project replaces two aging dwellings with new, energy-efficient housing that contributes to Hollywood’s broader urban infill trend.

A prior iteration of the project, submitted in 2024, was later withdrawn; the current plan reflects an updated approach that aligns more closely with Los Angeles’s post-2025 affordable housing policies.

Once complete, the Lexington Avenue building would add 67 new deed-restricted homes to Hollywood.
