Rosa’s Place to Bring 98 Units of Supportive Housing to 501 E 5th Street in Downtown Los Angeles

A sevent-story permanent supportive housing project is planned at 501 E 5th Street in Downtown Los Angeles, within the Downtown Women’s Center (DWC) campus. The project totals 98 dwellings. The project will replace a parking lot on the site.

The project is being developed jointly by Daylight Community Development and GTM Holdings. KFA Architecture and Gensler are responsible for the designs.

Upon completion, the project will bring 97 studio apartments restricted for permanent supportive housing plus one two-bedroom manager’s unit. Net floor area is proposed at approximately 62,051 square feet on a 29,596-square-foot combined site. The building construction is organized as Type III-A (5 stories) over Type I-A (2 stories) above one basement level. On-site services and common spaces total around 12,500 square feet, supporting resident care and operations.

Vehicle parking is planned in a single subterranean level with 63 stalls, including accessible spaces and EV charging. Out of the total, 35 spaces are reserved for the existing DWC building. Bicycle facilities include 74 long-term and 7 short-term spaces.

Required usable open space is listed at 9,800 square feet, with 9,868 square feet provided for including a landscaped courtyard and stepped terraces. Landscape and sustainability notes call for drought-tolerant plant palettes, limited turf, hydro-zoning, high-efficiency irrigation, and construction-debris recycling.

The massing steps back above a podium to form a V-shaped interior court with multi-level outdoor circulation and terraces that deliver light, air, and social space to the residential levels.

Rosa’s Place reads as two simple white volumes stitched together by a shimmering perforated-metal veil that wraps the courtyard side; the veil is folded and faceted, creating balcony niches and filtered light, while the street face is punctuated by deeply inset, color-lined window bays and a couple of planted “pocket” loggias that soften the cube-like mass.

Construction is expected to be completed by Fall 2027.
