A large affordable housing development titled The Green is set to transform a Warner Center office site into a landscaped residential campus. Developer Elysian Housing has filed plans to redevelop 21155 West Califa Street with a seven-story building containing 316 apartments reserved for low- and moderate-income renters, along with two manager units.
Koning Eizenberg Architecture is leading design work for the project.

Spanning roughly 120,000 square feet, the site is currently occupied by a mid-century commercial structure. The proposal would replace the existing buildings with a new U-shaped complex organized around a network of interior courtyards and landscaped walkways. Parking for approximately 300 vehicles would be located within the building footprint, screened by residential uses and planting along the street edge.
Renderings show a contemporary ensemble of clean white façades punctuated by deep-set windows and green vertical panels. The building’s massing wraps around multiple open-air terraces, shaded seating areas, and gardens that connect to a central courtyard spine known as The Green. Ground-level paths and tree-lined setbacks soften the perimeter, replacing surface parking with pedestrian-friendly frontage.

According to public filings with the California Tax Credit Allocation Committee, The Green is financed through a mix of Affordable Housing Trust Fund and No Place Like Home programs, with HUD Section 8 project-based vouchers attached to a portion of the units. All apartments will be reserved for low- and moderate-income households, contributing to Warner Center’s growing inventory of income-restricted housing.
