Construction activity is underway at 854 East 7th Street in Long Beach, where a combined adaptive reuse and infill development is set to introduce new affordable housing within the East Village Arts District. The project centers on the retention of the existing structure alongside the addition of new residential construction, forming a unified multi-building complex on the site.

The project is being developed by Linc Housing, with design work led by Studio One Eleven.

The development incorporates the former Long Beach Armory, a 1930s-era structure that has remained vacant in recent years. Plans call for the existing building to be preserved and repurposed for shared residential functions, while new residential construction rises alongside it to accommodate the housing component of the development. The approach divides the program between reused space and ground-up construction, allowing the historic building to remain a visible component of the site.

In total, the project will provide 64 residential units designed for low-income seniors, with eligibility targeted to households earning between 30 percent and 70 percent of the area’s median income. Unit types include a mix of one- and two-bedroom layouts, organized within the new construction portion of the development.

Rather than housing residential units, the original Armory building is being adapted to support common amenities. Instead of housing apartments, the retained structure is planned to contain shared resident spaces, while the surrounding site incorporates landscaped common areas and upper-level outdoor space intended for gathering and recreation.

The project team also includes Howard CDM as consultant and Walton Construction, Inc. as the general contractor. Both the rehabilitated structure and the new residential building are being designed to operate as a cohesive development while maintaining distinct architectural identities.

The combination of preservation and new construction introduces additional residential density to a previously underutilized site, while retaining a portion of the area’s built fabric. Completion of the development is anticipated in 2027.
